La Toàn Vinh is a Vietnamese-born artist, photographer, and mail-artist currently based in Montreal, Canada. He is recognized for his extensive work documenting refugee life in the early 1980s and his active participation in the international mail art network since 1987.Life and Artistic CareerRefugee Camp Documentation (1980–1982): In 1980, La Toàn Vinh arrived at the Pulau Bidong refugee camp in Malaysia, where he produced over 100 sketches and paintings documenting daily life. During this time, he served as the Chief of Fine Art for the UNHCR Education Division at the camp.Migration to Canada: He later relocated to Montreal, Canada, where he continued his artistic pursuits, including studies at the University of Quebec in Montreal (UQAM).Mail Art and Photography: Since 1987, Vinh has been active in the global "mail art" movement, creating and exchanging art through the postal system. He is also a photographer who has captured cultural events, such as New York City parties hosted by Bill Wilson, which are documented in the William S.
